Decide what you are buying first
DHA sells three very different things under one brand: possession plots you can build on today, allocation and affidavit files that represent a future plot, and finished houses. Prices, risks, and paperwork differ for each. A file can be transferred in a day; a house needs physical inspection; a possession plot sits in between.
From abroad, the biggest mistake is buying on a WhatsApp photo and a dealer's word. Fix the exact instrument first — city, phase, size, and whether it is a file or a possession plot — then compare asking prices against a daily rate sheet rather than a single dealer's quote.
The power of attorney route
If you cannot attend the DHA transfer office in person, you appoint someone in Pakistan — usually a close relative — through a Special Power of Attorney (SPA). The SPA is executed at the Pakistani consulate or embassy in your country of residence, then attested in Pakistan before it is accepted by DHA.
Keep the SPA narrow: name the exact property and the exact acts (bid, purchase, sign transfer papers). A general power of attorney over all your affairs is an unnecessary risk and some offices view it with suspicion.
- Use your NICOP/POC consistently — the same identity must appear on the SPA, the transfer set, and your bank remittance.
- Send purchase money through banking channels into Pakistan. A clean remittance trail protects you with both FBR and any future buyer.
- Never transfer funds to a dealer's personal account. Pay the seller directly, or through a bank-documented arrangement.
Verification before token money
Before paying even token money, have your representative verify the plot or file at the relevant DHA office: that the seller is the recorded owner, that there are no dues outstanding, and that the file is not reported lost or under litigation. DHA offices will confirm ownership against an original allocation or allotment letter and the seller's CNIC.
For houses, add a physical survey: covered area against the approved map, water, and any unauthorized construction that could surface during transfer.
What it costs beyond the price
Budget separately for transfer fee and membership charges payable to DHA, government taxes collected at transfer (which depend on filer status and current federal and provincial rules), and the dealer's commission — commonly one percent from each side in DHA markets. Rules and rates change with federal budgets, so confirm the current schedule with the transfer office in the same week you transact rather than relying on last year's numbers.
